Japan is entering the period of super-aging society, which is a situation that no country has ever experienced before, and is also confronted with challenges which are beyond conventional political measures. These challenges include the solution of problems in economic activity, the social security system, citizens' lives, and local communities. There has been an increasing expectation for the network power of ICT, which can overcome the barriers of distance and time, as a driving force to solve these challenges.
